Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis, but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.

BPSS (Baseline Personnel Security Standard) clearance - this post is subject to BPSS checks. You will therefore be required to consent to and comply with BPSS checking requirements prior to commencing in this post. This check involves verification of identity; nationality and immigration status; employment history (past 3 years) and basic criminal record check.

 

The Housing Compliance and Enforcement Team lead on the enforcement of standards in the Private Rented Sector and provide support and guidance to tenants and landlords. Officers deal with reports of housing disrepair and health and safety matters in rented properties, taking enforcement action, when necessary, as well as undertaking the administration and enforcement of Mandatory HMO licensing and Selective licensing within the City, working on proactive projects to tackle rogue landlords, as well as investigating tenancy relations issues e.g. illegal evictions. More detailed information can be found in the accompanying Role Profile. 

To succeed in this role, you will need as a minimum:

  • In depth knowledge, understanding and practical application of housing legislation or a degree in Environmental Health or an HNC in Environmental Health
  • Experience of giving specialist and technical advice, guidance and assistance to others. 
  • Experience of undertaking inspections and investigating complaints, and completing associated paperwork
  • Experience of engagement with neighbourhood problem solving approaches with partners in order to coordinate activities to best meet the needs of communities.
The role will require candidates to administer a range of interventions and enforcement sanctions in line with statute and council policies and processes. As well as undertaking work to investigate breaches of legislation, in accordance with the Police and Criminal Evidence Act

About the Candidate

Manchester City Council is looking for a housing professional, to join our Housing Compliance and Enforcement team. Candidates will need to be qualified in the Housing Health and Safety Rating System (HHSRS) or willing to work towards and have an in depth knowledge of housing legislation together with experience in its practical application.

You will be a driven individual, keen to deliver statutory housing interventions.  The position plays an important role in ensuring warm, safe, healthy homes are available for all private tenure residents across Manchester. Poor housing has a direct link to poor health, comfort, and mental well-being. You will work with landlords to ensure properties are brought into a good state of repair, are decent and safe for the occupants to live in, protecting public health and improving quality of life.

Candidates will need to be able to demonstrate an understanding of building construction and a broad understanding of the issues affecting private sector tenants and landlords.

Candidates  will also need experience working within a regulatory or enforcement or other employment discipline where the experience gained would be of benefit to the work of the team.
