Manchester City Council is seeking to recruit an exceptional candidate to join it’s Prevent Team.

Prevent is part of CONTEST, the Government’s counter-terrorism strategy. The aim of Prevent is to stop people becoming terrorists or supporting terrorism. We do this by challenging terrorist ideology; supporting people susceptible to being drawn into terrorism and building resilience in a variety of sectors and institutions where there are risks of radicalisation. We need to respond to tackle all forms of extremism - including both International and Extreme Right-Wing threats.

The public sector, including local authorities have a vital role to play in the successful delivery of Prevent objectives.  The Prevent Training and Research role is key for supporting services and teams across the local authority and wider strategic partners to deliver activities, which are reflective of local risks and emerging threats.  The role will be required to build on the understanding and capabilities of staff to respond to complex ideologies and sensitive issues along with produce and deliver support, training and resources that help practitioners to build resilience to countering terrorism. This will include identifying, reviewing and utilising existing secondary research and undertaking research on specific ideologies, using national and international research on key topics, including the use of Homeland Security reports etc. 

The Training and Research Officer will:

  • Lead, manage and deliver high-quality research and intelligence/analysis work packages, contributing to a range of plans and strategies.

  • Assist in developing, embedding and implementing a training strategy which includes a range of tools and resources.

  • Work with a wide range of stakeholders, building and maintaining effective working partnerships with authority colleagues and relevant external partners to maximise their contribution to research and training priorities.

  • Develop a comprehensive Prevent training programme that will be delivered internally and externally, which reflects local risk and threat and the necessary monitoring and evaluation.

About the Candidate

The ideal candidate will have a good working experience of conducting research using a variety of techniques along with knowledge and a clear understanding of relevant central and local government issues and trends, including legislation, relevant to preventing people susceptible to being drawn into terrorism and wider community safety agendas, safeguarding and approaches to community cohesion and integration in local government.

Candidates should have good organisation and planning skills, excellent communication skills, project management experience, an ability to design and deliver presentations and training and who can be creative and innovative in their work.
