Introduction to Economic Activity     

An exciting opportunity has arisen in the Work and Skills Team to support delivery of innovative trailblazer services to Manchester residents to increase employment. The role will enable development of skills and experience in contract management, partnership working and solution focused problem solving to ensure successful programmes for Manchester residents. 

The Economic Activity Trailblazer (ETB) is a DWP programme to reduce economic inactivity through a test and learn trailblazer approach set out Get Britain Working Plan released in October 2024. There are 8 Trailblazers across the country which aim to build the DWP’s understanding of how to tackle economic inactivity. GMCA are the responsible body for the funding and have worked with the 10 localities to develop bespoke models across each of the 10 GM boroughs.  

Manchester’s approach has been to build on our existing assets and infrastructure, to ensure we deliver the best services for Manchester residents and communities. The Manchester ETB is based on WorkWell design, consultation and learning and is aligned with the Making Manchester Fairer 5 year action planIt will contribute to Manchester Partnership Board Priorities including tackling mental and physical health challenges faced by residents, Work and Skills Strategy, Anti Poverty Strategy and the emerging Greater Manchester Live Well approach.           

Manchester has an exciting and innovative programme that will focus on long term sick and looking after family and home cohorts. This will be done through two distinct strands, (1) Community and (2) Manchester Foundation Trust (MFT).   

Strand 1 Community would be provided by local organisations close to residents to ensure quality identification and engagement of participants. This is framed in a GM Live Well approach to enable funding to flow into community level activity. In particular, we would look for specialists to work with certain types of cohorts and ethnicities to ensure a bespoke approach matched to community need.      

Strand 2 MFT, would expand the WorkWell driven activity into more MFT departments. Currently WorkWell is successfully embedded in the Musculo Skeletal (MSK) pathway and has generated over 100 patients receiving support from the service from over 300 referrals in 4 months. ETB will enable employment support to be integrated into departments such as respiratory and cancer.    

This role will support the project management and contract management of ETB delivery. The role will also support wider programmes aimed at delivery of an 80% employment rate as set out in the Get Britain Working white paper. The post will be managed by a Work and Skills Specialist.

About the Candidate

The role will have recent experience of work and skills initiatives and will:

 
  • Project management commissioning and contract management processes for the new and emerging Economic Activity Trailblazer.  
  • Support network of partners and commissioned providers to share best practice. 

  • Quality assure information and data and producing contract management reports and learning and evaluation of the programme.  

  • Continually develop and monitor an equality impact assessment for the programme.  

  • Develop events or workshops related to delivery.  

  • Support on a wider range of work and health related projects and programmes such as WorkWell and Working Well.
