Manchester City Council’s Rehousing Service plays a pivotal part in opening up fair, transparent access to social housing through the Manchester Move partnership by supporting residents into the right homes and helping to build balanced, safe and sustainable communities. As a Grade 5 Rehousing Officer, you’ll carry out timely, high‑quality assessments of Manchester Move applications; reviewing evidence, determining eligibility, and awarding priority strictly in line with the Council’s Allocations Scheme and priority‑banding rules, while providing clear advice and assistance so applicants understand their options and next steps.
Working as part of the wider Manchester Move service, you’ll collaborate with partner registered providers and stakeholders to keep applications accurate and decisions consistent, delivering support in writing, by phone and face‑to‑face. Day to day, the role combines focused back‑office casework with a meaningful customer‑facing element; covering weekly duty days to support residents at the Cheetham Hill and White Moss Road offices. You’ll manage the rehousing inbox with excellent written communication, guide customers through uploading evidence, and handle sensitive information appropriately across shared systems, upholding the Council’s standards for data protection, safeguarding and customer care.

About the team:

If you’re successful, you’ll join a team of Rehousing professionals who are pushing forward fair, transparent and timely access to social housing across Manchester through the Manchester Move partnership. Every accurate decision you make—on eligibility, qualification and priority banding—translates directly into a family moving safely into a suitable home, reduced void times for our partners, and more balanced, sustainable neighbourhoods.

How the role drives impact and aligns to our goals

  • Right‑first‑time assessments that change lives. You’ll assess and verify Manchester Move applications (including those managed for Manchester Housing Services, Great Places, Onward Homes and Places for People), turning complex evidence into clear, defensible decisions in line with the Manchester City Council's Allocations Scheme. Getting it right first time means quicker offers for households in greatest need and fewer delays, appeals or complaints.
  • Excellent advice and assistance for residents. You’ll give clear, compassionate guidance so applicants understand their options, what evidence is needed, how priority works, and how to bid effectively—improving customer experience and reducing avoidable contact. On weekly duty days at Cheetham Hill and White Moss Road you’ll support residents face‑to‑face, including helping customers to upload evidence where needed.
  • Partnership working that unlocks homes. Working with registered providers and the wider Manchester Move team, you’ll help keep the register clean and accurate, progress cases quickly, and align allocations activity with lettings plans—supporting efficient use of stock (e.g., under‑occupation moves, adapted homes) and safer, more cohesive communities.
  • Safeguarding, inclusion and data stewardship. You’ll recognise and escalate safeguarding concerns appropriately, handle sensitive information in line with data protection requirements, and maintain high‑quality records so that decisions are auditable, consistent and equitable for all applicants.
  • Performance and continuous improvement. By meeting service standards (e.g., assessment timescales) and contributing insights from casework, inbox trends and duty days, you’ll help us refine processes, guidance and digital content—driving continuous improvement and value for money.

About the Candidate

We’d love to hear from you if you have experience of:

  • Assessing social housing applications and making clear, evidence‑based eligibility and priority decisions in line with an Allocations Scheme.
  • Providing advice and assistance to residents—by email, phone and face‑to‑face—so they understand banding, bidding and evidence requirements.
  • Managing a busy inbox and case‑load, prioritising effectively, and producing clear, professional written responses.
  • Working collaboratively with partners (e.g., registered providers) to progress applications and resolve issues quickly.
  • Handling sensitive information appropriately and recognising when to escalate safeguarding concerns.
  • Using case management/CRM systems (e.g., Manchester Move) alongside Microsoft 365 (Outlook, Word, Excel, Teams) to keep accurate, auditable records.

Essential requirements for the role

Skills, experience and knowledge you MUST have:

  • Customer service & communication: Ability to communicate clearly, concisely and empathetically in writing and verbally, tailoring messages for diverse audiences; confident supporting customers in person on weekly duty days.
  • Assessment & decision‑making: Proven ability to analyse information and evidence, apply policy/rules consistently, and make defensible decisions—explaining your reasoning and next steps.
  • Planning & organising: Strong time‑management and workload planning to manage multiple cases and inbox queries to service timescales.
  • Problem‑solving: Logical approach to diagnosing issues, weighing options, and escalating appropriately when needed.
  • IT proficiency: Confident user of Microsoft 365 (Outlook, Word, Excel, Teams) and web‑based case systems (e.g., Manchester Move), with fast, accurate data entry and document handling (uploading/validating evidence).
  • Administration & record‑keeping: High standard of literacy and numeracy; accurate case notes and records that are audit‑ready.
  • Data protection & safeguarding: Understanding of working with confidential data and when/how to raise safeguarding concerns.
  • Values & behaviours: Demonstrates Our Manchester behaviours—listens and understands, takes ownership, works collaboratively, values difference—and a personal commitment to continuous improvement.
  • Clearances: Willing and able to consent to and apply for a DBS check.

Role‑specific expectations: Ability to work from the office at least 3 days per week and cover one duty day per week (Cheetham Hill and White Moss Road).

Desirable requirements (useful but not essential)

  • Sector knowledge: Awareness of social housing context in Manchester, including the Manchester City Council Social Housing Allocations Scheme, and basic understanding of the Housing Act 1996 (Parts 6 & 7).
  • Systems: Experience using Manchester Move in a verifying/assessing capacity, or similar housing allocations/CRM platforms; familiarity with document management (e.g., SharePoint).
  • Partnership working: Experience working with registered providers and/or local authority services to resolve complex cases (e.g., adapted homes, under‑occupation moves).
  • Safeguarding & vulnerability: Experience recognising and responding to indicators of risk (e.g., domestic abuse, harassment, homelessness), including appropriate signposting.
  • Process improvement: Evidence of contributing to service improvements (updating guidance/templates, suggesting digital/content fixes based on customer contact trends).
  • Language skills: Additional community languages to support inclusive service delivery.
  • Mobility: Ability to travel across the city for meetings or home visits if required (a full UK driving licence is helpful but not essential).
