This is a great opportunity to join the Networks and Telephony team within ICT Operations. We are currently looking for an experienced Senior Technical Analyst Networks and Telephony to help support and develop Manchester City Council’s critical ICT infrastructure.

The role is a senior technical position responsible for the delivery, operation and ongoing support of the Council’s network and telephony services across a large and complex estate. The Networks and Telephony team supports thousands of users across over 100 sites, providing reliable and secure network connectivity for council services.

You will act as a senior technical specialist and technical lead, providing expert advice and hands on delivery across enterprise scale data and voice platforms. This includes core, wide and local area networks, wireless infrastructure, network monitoring systems, and modern IP‑based telephony.

The role involves leadership supporting and guiding other members of the team both on site and in the office, while also working independently to manage and support the Council’s network and telephony infrastructure.

Working closely with colleagues, stakeholders and third‑party suppliers, you will lead technical projects, support service improvements activity and provide senior technical oversight within a 24x7 out of hours operational environment. You will also play a key role in supporting the ongoing transition from legacy telephony services to modern, cloud‑based and IP‑based solutions.

We are looking for an experienced professional with strong technical knowledge, leadership skills and the ability to work confidently in a pressurised, business critical environment to help deliver high‑quality, customer‑focused ICT services.

About the Candidate

You will provide a professional, specialist technical service which supports the delivery of organisational objectives and ensures availability and security of Manchester City Council’s network and telephony services.

We are looking for an experienced senior network and telephony professional with strong leadership and people management skills, capable of managing and supporting a technical team. You will communicate effectively with a wide range of stakeholders, including technical colleagues, managers, service users and third party suppliers.

The appointed candidate will be comfortable working in a 24x7 operational environment, where the role includes out of hours cover and regular on site attendance at council locations to support incidents, planned works and service delivery. You will be able to make sound technical decisions under pressure and take ownership of issues through to resolution.

Essential requirements for the role
The successful candidate will need the following experience, skills and technical knowledge:
  • Significant experience working within an enterprise scale network and telephony environment in a large organisation.
    Hands on experience of: Cisco Identity Services Engine (ISE); Cisco Catalyst Center; Cisco Meraki technologies
  • Strong technical experience across core, wide area, local area and wireless network
  • Demonstrable experience using 8x8 in an enterprise telephony and contact centre environment, including configuration, administration and operational support.
  • Experience of SolarWinds for network monitoring, alerting, performance management and fault diagnosis.
  • Experience of network monitoring, incident management and service recovery in a pressurised operational environment.
  • Experience supporting or leading technical projects and work packages, including transition into live service.
  • Good practical understanding of IT Service Management within a 24x7 operating environment.
  • Leadership and operational responsibility.
  • Proven ability to provide strong technical and operational leadership, including managing, supporting and mentoring team members.
  • Experience coordinating or managing staff through direct line management.
  • Willingness and ability to provide out of hours support, including participation in rota arrangements where required.
  • Willingness and ability to undertake on site visits across council locations, including attendance outside normal working hours where operationally required.
  • A full valid driving licence and provide your own car for use at work.
