About The Role

Working hours: 35 hours per week
Contract type: Permanent
Working style: Hybrid - Employees split their time between working remotely (e.g., from home) and working on-site (e.g., in an office).

Interview method: Shortlisted candidates will be invited to a conversation lasting 10-15 minutes which will take place on Microsoft teams in the week commencing 13 July 2026. Candidates who are successful at the preliminary stage will be invited for a further interview and assessment at Alexandra House in the week commencing 27 July 2026. 
 
Applicants must have existing right to work in the UK, as visa sponsorship is not available for this position. 
 
This role is subject to:
  • Legal Right to Work: In accordance with Home Office guidance, successful candidates must evidence their right to work in the UK before commencement of employment. The Legal Right to Work documentation needs to cover the period of the apprenticeship programme.
  • Proof of Manchester Residency – Roles at Grade 1 to 3, traineeships, or apprenticeships will initially only be advertised to Manchester residents and internal candidates. An applicant is classed as a resident of Manchester if they live within the boundaries of the City of Manchester; i.e. Any Council Tax liability for their home would be with Manchester City Council.   • 1 Reference - where possible we require 3 years' history.
  • Qualification - GCSE Maths and English at Grade 5 or equivalent
  • BPSS (Baseline Personnel Security Standard) clearance - this post is subject to BPSS checks. You will therefore be required to consent to and comply with BPSS checking requirements prior to commencing in this post. This check involves verification of identity; nationality and immigration status; employment history (past 3 years) and basic criminal record check. 
  • This role is an apprenticeship and as such, the successful applicant will be required to undertake a course of study leading to successful completion of a level 4 apprenticeship from the IRRV. This qualification will take 24 months and on successful completion of at least four units of the apprenticeship, annual salary will increase to £29,064.
The Council Tax Service in Manchester collects over £234m Council tax annually to support the delivery of key public services in the city.  The Revenues Apprentice role is an exciting opportunity to contribute toward delivering high collection rates and excellent customer service, with the added benefit of on-the-job accredited training from our industry association, the Institute of Revenues, Ratings and Valuations (IRRV).
If you’re successful, you’ll join a team of Council tax staff delivering a high-quality service and excellent outcomes within billing, recovery and valuation areas.

We offer hybrid working. After an initial training period where you will be based in our office on Moss Lane East, Manchester, you will be required to work in the office one day each week while you complete your apprenticeship. After that you will be able to take advantage of the opportunity to work from home or the office, with an expectation to attend the office for trainings and monthly meetings.

About the Candidate

Essential requirements for the role:
  • Communication skills: Ability to communicate clearly, concisely, accurately and in ways that promote understanding.
  • Analytical Skills: Ability to absorb, understand and quickly assimilate moderately complex information and concepts and compare information from a number of different sources.
  • Problem Solving and Decision Making: Is able to make effective decisions on a day-to-day basis, taking ownership of decisions, demonstrating sound judgement in escalating issues where necessary. be logical in thinking and explain reasoning behind decisions or actions taken.
  • ICT Skills: Ability to use multiple applications, systems and associated software packages
    Administrative Skills: Good level of literacy and numeracy skills to undertake calculations and produce letters and other documentation.
  • Maths and English GCSE at Grade 5, Grade C or above (or equivalent)

This is a fantastic opportunity to broaden your horizons! However, it is important to highlight, due to the Department of Education’s funding rules for Apprenticeships, you would be ineligible to apply for this apprenticeship role if you currently have a qualification at Level 4 or above in Revenues or Benefits or a similar field.
