Exchequer Services sits within Corporate Finance and is the Councils back-office support function for transactional services.

The teams undertake tasks involving a high volume of transactions, reporting and data, incorporating a number of different systems and processes. 

This is an exciting opportunity for a highly motivated and organised individual with strong leadership and ICT skills to join Exchequer Services.  The successful candidate will report to the Operations Manager and work alongside two other Team Managers overseeing all of the following areas of Exchequer:
  • Purchase Ledger - the management of all of the outgoing payment processes between the Council and suppliers for goods and services.
  • Data Management & Technical-maintaining financial accounts and databases and producing reports and financial information for publication.
  • Income and Receipting – the management of income into the City Council, ensuring that received funds are correctly allocated in a timely manner.
This is a busy and challenging role which involves leading teams to deliver the above services to a high level, and working closely with internal and external stakeholders resolving queries, providing advice and improving working processes. 

We are facing significant finance system changes over the next two years. The upcoming system changes present a fantastic opportunity for someone with experience in a finance transactional role with the skillset and experience to implement financial or income management system and process change, with robust ICT and change management skills. This period will be filled with dynamic projects and innovative solutions, offering a chance to make a significant impact.

This role will not only allow you to apply your existing expertise but also to grow and adapt to new challenges, making it an exciting and rewarding journey.

Team Managers must ensure the work is organised, prioritised and allocated across teams and completed to a high standard of accuracy to meet key deadlines and service requirements. 

The role holder will line manage a team of staff, providing support, arranging training, ensuring procedures are in place and carrying out line management responsibilities in accordance with Council HR policies.  The Team Managers also support the Operations Manager and deputise in their absence on key issues. 

Flexible hybrid working arrangements are currently in place for this role.  This will involve a minimum of two days per week in the office and some home working.

About the Candidate

We would love to hear from you if you have experience of:
  • Working in a fast paced transactional finance role
  • Implementation of new systems
  • Interpersonal Skills: Ability to advise others and deal with sensitive issues in difficult situations, negotiating riskier demands and difficult agreements. Is able to influence or persuade internal or external stakeholders.
  • Planning and Organising: Ability to organise own time effectively, creating own work schedules, prioritising, preparing in advance and setting realistic timescales for own self and others. Has the ability to visualise a sequence of actions needed to achieve a specific goal and how to estimate the resources required.
  • Problem Solving and Decision Making: Ability to analyse situations, diagnose problems, identify the key issues, establish and evaluate alternative courses of action and produce a logical, practical and acceptable solution.
  • People Management: Ability to manage and motivate staff to high levels of performance in order to achieve change and maximise staff potential and contribution to the achievement of identified aims and objectives.  Can also lead and plan the work of the team which deals with more diverse issues.
  • IT Skills: Ability to use multiple applications, systems and associated software packages.
  • Financial Management: Resource and financial management skills, including resolution of conflicting priorities, formulating budgets, rigorous monitoring and control procedures.
