Manchester has partnered with The Fostering Network to deliver the Mockingbird Family Model. This is an innovative extended family model that aims to improve the stability of fostering placements and strengthen the relationships between carers, children and young people, fostering services and birth families. Our goal is especially to ensure that sibling attachments and relationships are supported to thrive.

Within Mockingbird, there is one Hub Carer/Hub Family, who supports 6 to 10 other foster carers, who are called Satellite Carers. Altogether, the group is called a constellation.

‘The Hub Carer(s)’ role is to support other foster families directly and indirectly, support with planned and unplanned sleepovers for children within the constellation and importantly embedding a family approach by organising group activities and events for the foster families.

Mockingbird is a global award-winning programme led by The Fostering Network in the UK. It delivers sustainable foster care. It is an evidence-based model structured around the support and relationships an extended family provides. The model nurtures the relationships between children, young people and foster families supporting them to build a resilient and caring community.

Led by a hub home carer and liaison worker (supervising social worker), the constellation community offers vital peer support and guidance alongside social activities and sleepovers to strengthen relationships and permanence. The Mockingbird programme is an alternative method of delivering foster care which centres on the idea of an extended network of family support. It empowers families to support each other and overcome problems before they escalate and offers children a more positive experience of care.

About the Candidate

Who can foster?

You don’t need to be a parent. You don’t need to own your home. You don’t need to be in a relationship. What you do need is a stable lifestyle, and a big heart.

We welcome carers from all walks of life:

• Teachers and teaching assistants

• Parents with grown-up children

• Community volunteers

• Retirees looking for a new purpose

• People with lived experience of care

• Anyone who wants to make a difference. If you’re kind, patient, and ready to offer a child the love and support they deserve, you could be the person they’re waiting for.

We are looking for new Hub home foster carers to join our fostering community. We are looking for Hub home carers across North, Central and South Manchester. As part of your recruitment to this role, you will need to be committed to undertaking a full assessment to become a registered foster carer with Manchester.

Essential requirements for the role:

  • Have 2 empty beds for planned and unplanned sleepovers for the children and young people within the constellation depending on the needs of the child/young person (please note, this does not mean 2 spare bedrooms, and we are flexible with the arrangement, so please get in touch for further information).
  • Be ready to support and mentor the other foster carers within the group, you will be taking on a leadership role where other carers will rely on you for advice
  • Be a creative person who has ideas around hosting regular social events for the families within their constellation
  • Support foster families where needed such as helping children maintaining their ties with their birth family
  • Be confident in attending training and encouraging others within the constellation to learn about relevant topics
  • A hub home carer needs to be confident, energetic, patient, empathetic and ready to coach other foster families whilst working closely with their liaison worker
  • An attractive and competitive financial package will be offered to the successful hub home carer

Desirable requirements that would be useful in this role:

Prior or current experience as a foster carer is desirable, however, not essential for the role. During your full fostering assessment process, if you have not had prior experience of fostering, we will consider with you if Mockingbird is the most suitable type of fostering for you, or whether one of our other many types of fostering may be best to help you get experience as a foster carer.

About Us

In Manchester, we do things differently. We don’t just talk about community—we live it. We believe in the power of connection, compassion, and collective care. And we believe that every child deserves to grow up in a safe, loving home, surrounded by the people, places, and culture that make Manchester so special.

Right now, our Manchester children all have hopes, dreams, and potential—just like any other. But too many are placed outside the city, away from their schools, their friends and their familiar surroundings. Not because they need to be, but because we simply don’t have enough foster carers here in Manchester.

We need to change that. And we need you.

Fostering is one of the most powerful ways you can make a difference in a child’s life. It’s not just about opening your home—it’s about opening your heart. It’s about offering stability, safety, and the chance to thrive. As a foster carer, you’ll receive full training, ongoing support, and financial recognition for your vital role.

And in Manchester, you’ll never do it alone.

The Manchester Hives: Support that starts where you are We know that fostering can be challenging. That’s why we’ve created something truly unique:
The Manchester Hives are localised support hubs based in the Cheetham, Gorton, and Sharston areas of the city. They’re led by carers, for carers—people who understand the journey because they’re walking it too. Whether you’re just starting out or have years of experience, the Hives are here to support you every step of the way.
Each Hive offers: • Peer-to-peer support from experienced foster carers • Training and development tailored to your needs • Drop-in sessions and community events • Practical help and emotional guidance • A sense of belonging to a network that truly cares.

Our Manchester is our vision for a fairer, greener, and healthier city – a vision shaped by the people of Manchester. It guides everything we do at the Council and is brought to life through the Our Manchester behaviours:

  • We take time to listen and understand
  • We work together and trust each other
  • We show that we value our differences and treat each other fairly
  • We ‘own it’ and we’re not afraid to try new things
  • We’re proud and passionate about Manchester
What we will need from you if you're successful
  • Commitment to follow fostering regulations as part of your foster carer role. This includes background checks, DBS, employment and education checks, and a medical check. The full assessment process for new foster carers is 6 months, this is reduced for 4 months if you are already a current foster carer and wish to transfer to Manchester Fostering to undertake this role.
  • Commitment and understanding you will be self-employed as a foster carer and not an employee of Manchester City Council.
Why foster for Manchester?
Manchester’s children’s services have become the first in the North West of England to be rated ‘Outstanding’ by Ofsted—a testament to the city’s resilience, diversity, and unity. You’ll be supported by a dedicated team of professionals, a network of fellow carers, and a city that values your contribution.
This is a professional paid role, you could be paid an average of £600 per week as the Mockingbird Hub Carer, and up to £300 per week for one child in your care (if you are not a Mockingbird Hub carer) alongside additional financial support, and access to support services that make the journey smoother.
Talk to our team to find out about the different types of foster care we offer if you don't feel you have the experience for the Mockingbird hub carer role. You’ll help a child feel safe. You’ll help them succeed in school. You’ll help them build relationships, confidence, and a future. And you’ll do it with Manchester behind you—every step of the way. But most importantly, you’ll change lives.
