About The Role

Working Hours: 35 hours per week (pro‑rata for part‑time)

Contract Type: We have 6 vacancies available across Full‑Time and Part‑Time positions, offering both Permanent and Temporary contracts.

The postholder could be based at Abraham Moss Office in the North, Alexandra House in Central or West Didsbury Police Station on Elizabeth Slinger Road in the South.  Please note that for the South position, the postholder will require GMP vetting.

This role is subject to -

BPSS (Baseline Personnel Security Standard) clearance - this post is subject to BPSS checks. You will therefore be required to consent to and comply with BPSS checking requirements prior to commencing in this post. This check involves verification of identity; nationality and immigration status; employment history (past 3 years) and basic criminal record check.  
 
Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis, but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use. 
 
Police Vetting -  You will be required to undertake a Greater Manchester Police vetting process (South Only)

The Neighbourhood Compliance Teams play a key role within the Compliance, Enforcement and Community Safety Service. Our staff support the Our Manchester Strategy with a focus on the Clean & Green agenda, tackling environmental crime and working with other Council departments and partners to help improve our Wards across the city for residents and businesses. 

Full and part-time time permanent and temporary opportunities have arisen in the team for a number of Grade 6  Level 1 Neighbourhood Compliance Officers.

The posts offer an exciting opportunity in a varied role to tackle environmental issues in the areas where they are based.  This includes, but is not limited to, investigating fly-tipping, dealing with untidy private land, fly-posting and domestic and commercial waste issues.  The role holder will be responsible for a varied caseload that will include requests for service, proactive and project work and working with partners and external agencies undertaking investigations and where necessary taking enforcement action.

Excellent communication skills are essential, as the successful candidates will need to liaise with a wide range of audiences both face-to-face and via written communication. Good attention to detail is also important, as the role involves the service of legal notices whereby the serving officer needs to ensure a high level of accuracy. The ability to think laterally is also beneficial as many of the issues which our officers face have a number of potential solutions, or require a multi-agency approach to resolve.

  • Ability to absorb, understand and quickly assimilate moderately complex information and concepts and compare information from a number of different sources.

  • Ability to engage with stakeholders to identify information needs and to know how to go about obtaining the relevant information.

Planning and organising:

  • Demonstrate the ability to organize multiple tasks in the most effective way, and allocate time and energy according to task complexity and priority

Problem solving and decision-making:

  • Is able to make effective decisions on a day-to-day basis, taking ownership of decisions, demonstrating sound judgement in escalating issues where necessary.  Be logical in thinking and explain reasoning behind decisions or actions taken

Creative skills:

  • Ability to think creatively and provide innovative solutions to problems. Has ability to develop new approaches to finding solutions outside of existing parameters. 

ICT skills:

  • Is able to demonstrate a good level of computer literacy: using web-based systems and having the ability to learn the use of systems which may be unfamiliar
