As a Technical Development Officer, you will play a lead role in delivering high‑quality technical support and system development within the Corporate Assessments Service, part of Revenues and Benefits. You will provide specialist technical expertise across key systems supporting the Charging Team and the Crisis and Resilience Team, including ongoing stabilisation and improvement work.

The role involves leading on system testing, upgrades and new developments, maintaining and supporting databases, producing accurate management information, and resolving complex system and process issues. You will work closely with colleagues across teams and departments, providing clear, plain‑English technical advice and working with external software providers where required. You will also contribute to service improvement by identifying creative technical solutions to business problems and supporting the delivery of technical projects and work packages. 

This role is central to ensuring our systems are reliable, secure and fit for purpose, directly supporting the delivery of statutory financial assessment and charging services. By improving data quality, reporting and system stability, the postholder will help teams work more efficiently, identify issues earlier, and make better-informed decisions. Ultimately, this role plays a vital part in supporting high‑quality services for Manchester’s residents.

Essential requirements for the role: 

  •   Experience of maintaining, supporting and testing ICT systems
  •  Ability to analyse complex data, identify issues and develop practical technical solutions
  •  Experience of writing and using SQL to extract, analyse or manipulate data
  •  Experience of developing and running management information reports
  •  Ability to communicate complex technical information clearly to nontechnical colleagues
  •  Strong problem-solving skills, with the ability to diagnose system and process issues and implement effective resolutions
  •  Ability to plan and prioritise work effectively, managing multiple tasks and deadlines
  •  Commitment to continuous improvement, data security and information governance
  •  Demonstrable alignment with Our Manchester behaviours, including working collaboratively and valuing diversity
 

The experience below would be beneficial but is not essential:

  •  Experience producing planned and adhoc management information for operational or strategic use
  •  Familiarity with project or workpackage delivery approaches within a technical environment
