The Council Tax Billing Team plays a vital role in protecting and growing one of Manchester City Council’s most significant income streams. This exciting opportunity places you at the heart of the Council’s property and taxation functions, helping to ensure that new and altered properties are brought into taxation promptly and accurately.

Working closely with developers, the Valuation Office Agency (VOA) and internal stakeholders, you will make a direct contribution to maintaining the accuracy and integrity of Manchester’s Council Tax taxbase. The role offers a varied workload, combining technical valuation work, property administration and customer-focused service delivery, providing an opportunity to make a tangible impact on the Council’s finances and the services delivered to residents across the city.

If you are successful, you will join a specialist team responsible for ensuring that Manchester’s property records remain accurate, up to date and compliant with statutory requirements. You will help identify and create new properties, issue Completion Notices, manage referrals to the Valuation Office Agency, and support the accurate billing of Council Tax across the city.

Your work will directly support the growth and maintenance of the Council Tax taxbase, safeguard income generation, and ensure that billing arrangements remain accurate for residents and businesses. In addition, you will provide support to operational billing teams during periods of peak demand, helping the service to deliver excellent customer service whilst meeting challenging performance targets.

The role provides an excellent opportunity to develop specialist knowledge in Council Tax valuation, property administration and local taxation within one of the largest local authorities in the country. Experience of systems such as MRI Academy and NEC Document Management would be advantageous but is not essential, as training will be provided.

About You
 
We are looking for a motivated, organised and customer-focused individual who can demonstrate strong analytical and communication skills, together with the ability to manage a varied workload within a busy operational environment. You will be confident working with detailed information, interpreting legislation and guidance, and building positive working relationships with internal and external stakeholders.

You will play an important role in maintaining the accuracy of Manchester's Council Tax records, ensuring properties are correctly assessed, billed and administered in accordance with statutory requirements.

Essential Requirements for the Role
  •  Experience of working in a customer-focused administrative, revenues, taxation, finance or local government environment.
  • Excellent written and verbal communication skills, with the ability to explain complex information clearly and professionally.
  • Strong organisational skills with the ability to manage competing priorities and meet deadlines.
  • Experience of investigating and analysing information to reach evidence-based decisions.
  • The ability to interpret policies, procedures and legislation and apply them accurately.
  • Experience of maintaining accurate records and handling sensitive information appropriately.
  • Strong attention to detail and a commitment to delivering high-quality outcomes.
  • Good IT skills, including experience of using Microsoft Office applications such as Outlook, Word and Excel.
  • Ability to work effectively both independently and as part of a team.
  • A commitment to delivering excellent customer service and continuous service improvement.
Desirable requirements that would be useful in this role
The following experience would be beneficial but is not essential, as training can be provided:
  • Previous experience working within a Council Tax, Revenues, Benefits, Local Authority or Valuation environment.
  • Knowledge of Council Tax legislation, valuation principles and billing processes.
  • Experience of liaising with external organisations, including government bodies, property developers, agents or professional stakeholders.
  • Experience of processing property-related changes, including new builds, demolitions, alterations or property inspections.
  • Experience of issuing or administering statutory notices.
  • Knowledge of Valuation Office Agency (VOA) processes and property referrals.
  • Experience using systems such as MRI Academy, NEC Document Management or similar case management and revenues systems.
  • An understanding of local taxation, property administration or financial assessment processes.
  • Relevant professional qualifications or evidence of working towards a qualification in Revenues, Local Government Administration or a related discipline.
  • This role would particularly suit someone who enjoys problem solving, working with property-related information and contributing directly to the protection of Council income through accurate and timely administration of the Council Tax tax base.
