 Manchester is a city that thrives on resilience, partnership and innovation. We are seeking an experienced Civil Contingencies Lead to join our Compliance and Community Safety Unit, playing a critical role in helping Manchester prepare for, respond to and recover from emergencies and major incidents.

As Civil Contingencies Lead, you will provide strategic leadership for Manchester City Council's emergency preparedness and resilience arrangements, ensuring compliance with the Civil Contingencies Act 2004 and other relevant legislation and regulatory requirements. Working closely with the Greater Manchester Resilience Unit and a wide range of internal and external partners, you will help ensure the city is ready to respond effectively to emergencies, major incidents and emerging risks.
 
This is a high-profile leadership role requiring both strategic vision and operational expertise. You will lead the development and continuous improvement of emergency planning and resilience frameworks, providing expert advice to senior leaders and influencing decision-making across the organisation. You will oversee policies, procedures, exercises and governance arrangements that strengthen Manchester's preparedness and support the delivery of safe, resilient and inclusive neighbourhoods. 
 

This role directly contributes to the safety, resilience and wellbeing of Manchester's residents, businesses and visitors. You will ensure the Council can meet its statutory responsibilities while maintaining effective arrangements to protect communities during times of crisis. From planning for severe weather and infrastructure disruption to supporting responses to and recovery from major incidents and national emergencies, your work will help minimise risk, safeguard vulnerable communities and provide public reassurance when it matters most. 

About the Candidate

You will play a key role in bringing together partners across local government, emergency services, health organisations and the voluntary sector to develop coordinated responses to complex challenges. Your leadership will strengthen the city's resilience, improve service outcomes and support Manchester's ambition to be a safe, inclusive and thriving place for everyone.

We are looking for a skilled professional with significant experience in civil contingencies, emergency planning or resilience. You will bring in-depth knowledge of relevant legislation and regulatory frameworks, experience of multi-agency working and emergency exercises, and the ability to provide clear leadership in high-pressure situations. Strong communication, analytical and strategic thinking skills are essential, along with a commitment to the values and behaviours of Manchester City Council. 

There is a requirement to work out of regular hours, for which an allowance will be paid and to be part of an on-call rota for response to emergencies.
